David Lewis 简介：

    David Lewis was until recently the Director of the Water Trading Division in the state of Victoria's Department of Water Resources.  He has played a leading role in developing water markets in Australia.

       In the 1980s he was adviser to the Victorian Minister for Water Resources at the time the first steps were taken to open up water trading. As a member of the Department in the 1990s he led the moves to widen water trading and set rules to govern the market, including working with neighboring states to develop trade of water between states.  In the last ten years he has overseen a comprehensive reform of farmers' water entitlements and the establishment of a statewide register of water entitlements.

      Water trading is now common in south-eastern Australia, especially in droughts.  It drives water to be used as efficiently and productively as possible.
